How do I tell if I have low pressure or mains pressure hot water at present?  

Have a look at your hot water cylinder, it will normally tell you on it if it is mains or low pressure.  If not, if the hot water from your tap comes out as fast as the cold water you have mains pressure.  If the hot water is slow compared to the cold water, you likely have low pressure.
